This bill adds new protections for undocumented students in California's public higher education systems (California State University and University of California). Specifically, the bill requires the California State University Trustees, and requests the University of California Regents, to implement additional safeguards when students are impacted by immigration enforcement activities. These protections include ensuring that students' inability to attend classes due to immigration enforcement does not disqualify them from existing tuition exemptions for undocumented students, mandating that campus staff and designated Dreamer Resource Liaisons help students access financial aid and academic resources, and requiring the development of a systemwide policy that addresses course grades, administrative withdrawals, and reenrollment for students unable to attend courses because of immigration enforcement. The policy must include provisions for students to be reenrolled and retain their previous academic status upon providing written confirmation of their intent to return to the institution. This bill builds upon existing California law that already provides some protections for undocumented students during immigration enforcement actions, with the goal of minimizing disruptions to their educational opportunities.
