This bill requires the Secretary of Homeland Security to formally designate space systems, services, and technology as a critical infrastructure sector within 30 days of enactment. Within 180 days, the Secretary must issue comprehensive guidance that defines the scope of this new sector, which includes satellites, space vehicles, launch infrastructure, production facilities, and related information technology. The guidance must also designate a Sector-Specific Agency (a lead federal agency responsible for a particular infrastructure sector), and identify appropriate government and industry advisory councils. The bill mandates that within 90 days of issuing the guidance, the Secretary must submit a report to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs detailing the implementation of the guidance. Additionally, the bill makes a conforming amendment to the Homeland Security Act of 2002 to formally recognize space systems, services, and technology as a critical infrastructure sector. The term "critical infrastructure" in this context refers to systems and assets so vital that their incapacitation or destruction would have a debilitating impact on national security, economic stability, public health, or safety.
