This bill authorizes Kim Bowers, an employee of the Erie County Water Authority and a member of the New York State and Local Employees' Retirement System (NYSLERS), to receive service credit for her past employment with the town of Orchard Park Zoning Board of Appeals from January 1, 2006, to November 19, 2018, even though she did not join the retirement system at that time due to reasons beyond her control. To benefit from this provision, she must file a written request with the state comptroller within one year of the bill's effective date, and she will not receive a refund of any contributions already made. The town of Orchard Park will be responsible for all past service costs associated with implementing this act, estimated to be a one-time payment of $10,500, and the Erie County Water Authority will see an estimated annual increase of $9,200 in contributions, while the town of Orchard Park will have an estimated annual increase of $86.
