This bill establishes a certified caregiver pilot program in the Borderplex workforce development area (a region near the Texas-Mexico border) designed to help single-parent working families access after-hours child care while pursuing short-term workforce training. The program will select 30 single-parent families who will receive subsidized child care for up to six months. To qualify, parents must be receiving a child-care subsidy, be enrolled in a short-term workforce training program, and demonstrate a need for child care outside regular working hours. The program also creates a special licensing pathway for current child-care facility employees with at least two years of experience to become certified caregivers who can provide after-hours child care in their own homes. These caregivers must list their homes with the Health and Human Services Commission and comply with minimum family home standards. The Texas Workforce Commission will administer the program and is required to submit a comprehensive report by December 1, 2028, evaluating the program's effectiveness, participant training completion rates, total costs, and recommending whether to continue, expand, or terminate the initiative. The pilot program will run from September 1, 2025, to September 1, 2029, providing a four-year window to test this innovative approach to supporting working parents in workforce training.
