This bill establishes a Child and Parent Legal Representation Working Group to design an improved system of legal representation for children, parents, custodians, and legal guardians involved in child protection proceedings in Vermont. The working group will examine key aspects including funding sources, compensation for attorneys and social workers, potential federal funding opportunities, administrative structures, and the feasibility of creating separate Offices of Child and Parent Representation. By December 15, 2025, the group must submit a comprehensive report to legislative committees detailing their proposed programs, funding mechanisms, performance standards, and training requirements. The working group will be convened by the Chief Justice, meet multiple times, and formally dissolve on January 15, 2026, with members receiving per diem compensation for up to 10 meetings. The bill includes an appropriation of $18,830 to support the working group's activities and will take effect immediately upon passage.
