This resolution commends Jon Phillip Lugbill, a multi-world champion whitewater canoe slalom racer and long-time executive director of Sports Backers, a nonprofit organization in Richmond, upon his retirement on June 30, 2025. The resolution highlights Lugbill's remarkable athletic achievements, including winning five individual and seven team gold medals at the International Canoe Federation's Canoe Slalom World Championships, as well as his significant community leadership. Since 1993, Lugbill has led Sports Backers, transforming it into one of the nation's most successful sports and wellness organizations and driving iconic regional events like the Richmond Marathon and Dominion Energy Riverrock. The resolution recognizes his exceptional servant leadership, noting that Sports Backers was named Member of the Year four times by the Sports Events and Tourism Association and that Lugbill was recently honored with the Ukrop Community Vision Award by Leadership Metro Richmond. The Senate of Virginia formally commends Lugbill for his extraordinary service to the Richmond community and directs the Senate Clerk to prepare a copy of the resolution to present to him as an expression of admiration and well wishes for his retirement.
