This bill amends New York's election law to require candidates for certain local offices to be residents and registered voters in the district of the public office or party position they are seeking at the time of filing various election-related documents, such as designating petitions, independent nominating petitions, party caucus nominations, and certificates of acceptance. The bill mandates that failure to meet these residency and voter registration requirements will render the candidate's petition or nomination void. Local governments (counties, cities, towns, or villages) are allowed to impose even more stringent residency requirements. Importantly, these new requirements do not apply to candidates for representative in Congress, state assembly, state senate, or justice of the supreme court. For county committee positions, candidates only need to be residents and registered voters in the Assembly district containing the election district they are running in. The bill aims to ensure that local candidates have a direct connection to the communities they seek to represent by requiring them to be established residents and active voters in those districts.
