This bill updates Alabama's voter registration database maintenance procedures by removing the Electronic Registration Information Center (ERIC) as a verification database and authorizing the Secretary of State to use alternative methods for updating voter lists. The bill establishes a new voter list maintenance program called the Alabama Voter Integrity Database (AVID), which will compare voter registration data against multiple sources including driver's license records, state-to-state voter lists, National Change of Address database, Social Security Death Index, and Department of Homeland Security citizenship data. Beginning in February 2025, county boards of registrars or the Secretary of State must use change-of-address information to identify voters who may have moved, and will send notices to voters requiring them to confirm or update their address. If voters do not respond within 90 days, their registration status will be changed to inactive, and they may be removed from voter rolls if they do not vote or update their registration during the next two federal election cycles. The bill also allows the Secretary of State to enter into information-sharing agreements with other states and requires annual reporting on the number of voters removed from registration lists.
