Bill Summary

AN ACT relating to health care; authorizing a health care provider who practices in reproductive health, any employee of or volunteer for a health care facility that provides services related to reproductive health, any provider of gender- affirming care and the spouse, domestic partner or minor child thereof to request a court order to make certain personal information in the possession of a county recorder, county assessor or elections official be kept in a confidential manner; authorizing such a person to request that the Department of Motor Vehicles display an alternate address on the person’s driver’s license, commercial driver’s license or identification card; and providing other matters properly relating thereto.

AI Summary

This bill expands privacy protections for healthcare providers working in reproductive health and gender-affirming care by authorizing them and their immediate family members to request court orders that keep their personal information confidential in various government records. Specifically, the bill allows providers of reproductive health services (which includes care related to pregnancy, childbirth, birth control, abortion, and infertility) and gender-affirming care, along with their employees, volunteers, and family members, to request that their personal information be kept private in county recorder, county assessor, and elections official records. Additionally, these same individuals can now request that the Department of Motor Vehicles display an alternate address on their driver's license, commercial driver's license, or identification card. The bill defines key terms like "reproductive health" and "gender-affirming care" and adds these professionals to existing lists of persons who can seek confidentiality of their personal information, likely to protect them from potential harassment or threats related to their work. The provisions will take effect on July 1, 2025, providing these healthcare providers with enhanced personal information protection.
