This bill implements three key recommendations from the Department of Administrative Services. First, it modifies the rules for appointing acting building officials, allowing chief executive officers of towns, cities, or boroughs to appoint a licensed building official as an acting building official for up to 180 days in cases of death, disability, dismissal, retirement, revocation of licensure, or extended absence of the current building official. Second, the bill updates parking space requirements for persons who are blind and persons with disabilities, specifying that passenger motor vehicle spaces must be 15 feet wide with 5 feet of cross hatch, while passenger van spaces must be 16 feet wide with 8 feet of cross hatch, with a provision that these requirements may not apply if the State Building Code imposes different standards to accommodate electric vehicle charging stations. Third, the bill changes elevator certificate of operation regulations, establishing that certificates will be valid for 12 months, renewed every two years for a fee of $240, and only issued for elevators or escalators that have been deemed fit for operation and have no outstanding violations, with an exemption for elevators in private residences. The changes are set to take effect on July 1, 2025 (for building officials) and October 1, 2025 (for parking spaces and elevator certificates).
