This bill implements three key recommendations from the Department of Administrative Services. First, it modifies the rules for appointing acting building officials, allowing chief executive officers of towns, cities, or boroughs to appoint a licensed building official as an acting building official for up to 180 days in cases of death, disability, dismissal, retirement, revocation of licensure, or extended absence of more than fifteen consecutive days. Second, the bill updates parking space requirements for persons who are blind and persons with disabilities, specifying that passenger motor vehicle spaces must be fifteen feet wide with five feet of cross hatch, and passenger van spaces must be sixteen feet wide with eight feet of cross hatch, with an exception for potential future building code requirements related to electric vehicle charging stations. Third, the bill revises elevator certificate of operation regulations, maintaining the requirement for a certificate issued by the department, establishing a $250 initial fee and a $240 renewal fee every two years, and clarifying that certificates are valid for twelve months, with elevators in private residences exempt from renewal requirements. The bill will take effect on different dates for each section: July 1, 2025 for the building official provisions, and October 1, 2025 for the parking space and elevator certificate sections.
