AI Summary

This bill addresses several key aspects of the Social Equity Council's operations and responsibilities in the cannabis industry. It requires each cannabis establishment to maintain an active social equity plan and submit an annual report detailing the plan's impact on disproportionately impacted areas. The bill mandates that the Social Equity Council develop a strategic plan by October 1, 2025, outlining its goals and priorities for the next three years, and adopt an ethical code of conduct for council members and staff. Council members and staff must complete an annual ethics training course focused on disproportionately impacted areas and the cannabis industry. The bill also modifies licensing rules, stipulating that a cannabis establishment licensee will not be entitled to a reduced license renewal fee if the license is sold or ownership changes during the three-year period following initial licensure, unless the sale is to another social equity applicant. Additionally, the Department of Economic and Community Development and the Social Equity Council are required to approve or deny financial assistance applications within 120 days. These provisions aim to promote equity, support social equity applicants, and ensure transparent and ethical operations within the cannabis industry.
