This bill amends Kentucky law to expand the academic degree offerings for three state comprehensive universities. Specifically, the bill permits Eastern Kentucky University to offer doctor of osteopathic medicine degrees, allows Murray State University to offer doctor's degrees in veterinary medicine, and enables Western Kentucky University to offer up to five research doctoral degree programs in areas that the Council on Postsecondary Education determines are important to Kentucky's workforce and economy. Previously, comprehensive universities were restricted from offering terminal doctoral degrees or professional practice degrees in fields like medicine, veterinary medicine, and others. The bill modifies these restrictions to provide more educational opportunities at these institutions, while maintaining oversight from the Council on Postsecondary Education, which will review and approve these new degree programs based on academic and workforce needs, potential collaborative opportunities with existing programs, and the university's capacity to effectively deliver the programs.
