This bill modifies Kansas liquor licensing laws to allow the director of alcoholic beverage control to issue retailer's licenses to individuals with felony convictions under certain strict conditions. Specifically, the bill permits licensing for people with felony convictions that are not considered "violent felonies" if at least 10 years have passed since they completed their sentence or were discharged from supervision, and if the director determines the applicant has been sufficiently rehabilitated to warrant public trust.
