This bill establishes a new pathway for international medical graduates (IMGs) to obtain medical licenses in Georgia, creating a three-stage licensure process. The first stage is a provisional license valid for two years, which can be obtained by an IMG who has practiced medicine for three of the past ten years, passed specific United States Medical Licensing Examination (USMLE) steps, and secured full-time employment at an approved institution like a hospital, medical school, or clinic serving underserved populations. After two years and passing additional USMLE requirements, the IMG can apply for a limited license to practice in healthcare shortage areas or teach at medical institutions. Following at least two additional years with a limited license and maintaining good standing, the IMG can then apply for a full medical license. The bill requires that IMGs have appropriate federal immigration status to practice, and mandates that the medical board coordinate with state health agencies to strategically place these licensed physicians in areas with significant healthcare needs. The board retains discretion in granting, denying, or revoking licenses and is authorized to establish specific standards and regulations for implementing this licensure pathway.
