This concurrent resolution requests the Hawaii State Auditor to conduct a comprehensive social and financial assessment of a proposed mandate that would require health insurance providers to cover traditional Native Hawaiian healing and cultural practices (such as lomilomi massage, ?ai pono, la?au lapa?au, and ho?oponopono) offered through federally qualified health centers or Native Hawaiian Health Care Systems. The resolution is prompted by House Bill No. 641 and is in compliance with Hawaii Revised Statutes sections 23-51 and 23-52, which require a detailed impact assessment before considering any legislative measure that mandates specific health insurance coverage. Currently, only two health insurance providers in the state voluntarily cover these traditional healing practices, which use cultural and spiritual approaches to support holistic patient care. The resolution asks the Auditor to submit a report with findings and recommendations no later than twenty days before the 2026 Regular Session, with copies of the resolution to be sent to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
