The bill requires the Public Utilities Commission to monitor and investigate compliance with these new prohibitions, and clarifies that moving expenses to a "below-the-line account" (expenses not recovered from ratepayers) after they were initially booked to an "above-the-line account" (expenses recovered from ratepayers) does not shield them from commission review or discovery in rate cases.
