This bill modifies the Growing Family Child Care Opportunities Program by increasing the required annual budget appropriation from $450,000 to $900,000 specifically for fiscal years 2027 and 2028. The program, administered by the Maryland Department of Education in partnership with the Maryland Child Care Resource Network, provides grants to establish and support family child care providers across the state. Family child care is defined as paid childcare for children under 13 (or developmentally disabled individuals under 21) provided in a residence other than the child's home. To be eligible for grants, county governing bodies must sign a memorandum of understanding with a local child care resource center and jointly apply for and administer the program. The bill also maintains a provision allowing the Governor to use federal funds to satisfy the appropriation requirement, subject to federal law. The changes will take effect on July 1, 2025, and are designed to expand support for local family child care programs by increasing available funding for start-up assistance and program development.
