The U.S. International Development Finance Corporation is authorized to support semiconductor-related projects in upper-middle-income and high-income Western Hemisphere countries, with certain conditions, such as presidential certification that the support advances U.S. national interests, produces developmental outcomes, or counters strategic competitors' efforts to gain economic or technological leverage.
