Bill Summary

This bill relates to the availability of sexually explicit material in department of corrections institutions. The bill provides that funds of the department shall not be used to distribute or make available any commercially published information or material to an inmate committed to any institution under the control of the department when such information or material is sexually explicit or features nudity including but not limited to showing the following: penetration of the penis into the vagina or anus; contact between the mouth and genitalia or mouth and anus or contact between the genitalia of one person and the genitalia or anus of another person; contact between the finger, hand, or other body part of one person and the genitalia or anus of another person; ejaculation onto the person of another; or use of artificial sexual organs or substitutes therefor in contact with the genitalia or anus.

AI Summary

This bill amends an existing Iowa law to provide more specific guidelines about restricting sexually explicit materials in Department of Corrections institutions. The bill prohibits the use of department funds to distribute or make available commercially published materials that are sexually explicit or feature nudity to inmates in any institution controlled by the department. The bill explicitly defines sexually explicit material as including graphic depictions of sexual acts, such as sexual penetration, oral-genital contact, physical contact between body parts and genitals, ejaculation, and the use of artificial sexual organs. By providing a detailed list of prohibited content, the bill aims to clarify and strengthen restrictions on the types of materials that can be accessed by inmates, with the likely intent of maintaining a standard of decency and reducing potentially inappropriate or offensive content within correctional facilities.
