This bill modifies the Texas Education Code to remove previous requirements for the Texas State Technical College System's board of regents regarding land and facility acquisitions. Specifically, the bill eliminates the previous mandate that the Texas Higher Education Coordinating Board must review and approve land and facility acquisitions in two specific circumstances: when the board of regents wants to add the property to its educational and general buildings inventory, and when the combined value of the land and facilities exceeds $300,000. Under the new provision, the board of regents can now accept or acquire land and facilities in any county where a campus or extension center is located without needing additional review or approval from the coordinating board. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise will become effective on September 1, 2025. This change appears to streamline the process for the Texas State Technical College System to acquire property by removing an additional layer of bureaucratic approval.
