This bill amends the Human Services Code to modify how the Department of Human Services establishes and manages medical assistance benefit packages for pharmacy and dental services for recipients 21 years and older. Specifically, the bill removes language about dental benefit packages from the pharmacy services section and creates a new subsection dedicated to dental services. The dental services provision requires the department to establish a benefit package that includes all dental services provided prior to September 24, 2011, and potentially adds new dental services. If adequate funding is not available, the department may offer fewer dental services but cannot completely eliminate services previously provided. The bill also includes a provision that if a Federal waiver or State plan amendment is approved by the Centers for Medicare and Medicaid Services, the Secretary of Human Services must publish a notice in the Pennsylvania Bulletin. Additionally, the bill abrogates (cancels) any regulations that conflict with its provisions, and sections of the bill will take effect immediately upon publication.
