This joint resolution proposes a constitutional amendment to modify the rules governing special legislative sessions in Texas. Currently, special sessions called by the governor are limited to discussing subjects specified in the governor's initial proclamation. The proposed amendment would allow either house of the legislature to designate additional subjects for consideration during a special session, provided that the subject is approved by a two-thirds vote of the members in that house. Once a subject is designated by one house, it could also be considered by the other house. The amendment maintains the existing 30-day time limit for special sessions. If approved by voters in a November 4, 2025 election, this change would provide the legislature with more flexibility to address legislative matters during special sessions beyond those originally specified by the governor, potentially expanding the scope of issues that can be discussed and potentially acted upon during these limited-duration gatherings.
