AI Summary
This bill authorizes several state agencies within the Department of Revenue to promulgate (create and implement) legislative rules across multiple areas. Specifically, the Alcohol Beverage Control Administration is authorized to create rules related to private clubs, wine and hard cider sales, tobacco products in vending machines, distilleries and micro-distilleries, plant-based derivatives like hemp and kratom, and nonintoxicating beer licensing. The bill includes numerous technical amendments to these rules, such as modifying language about campus alcohol sales, sidewalk dining alcohol service, and fee structures for distilleries. Additionally, the bill authorizes the Insurance Commissioner to create rules about Medicare Supplement Insurance, the Lottery Commission to create rules about sports wagering, and the Tax Division to create rules concerning electronic tax payments, tax dispute resolution, sales tax exemptions for medical goods, and information exchange. The amendments often involve minor linguistic changes, clarifications of existing procedures, and technical corrections to previously filed rules. These rule authorizations are part of the standard legislative process of reviewing and updating administrative regulations, ensuring that state agencies can effectively implement their mandated responsibilities.
