This bill authorizes and directs the Public Service Commission (PSC) and the New York State Energy Research and Development Authority (NYSERDA) to conduct a comprehensive study on peaker plant electric generating facilities located on Long Island. For the purposes of this bill, a "peaker plant" is defined as a major electric generating facility that burns coal, oil, diesel, or natural gas and has been operational for less than 15% of the year during at least two years between 2014 and 2024. The study will examine the current number of peaker plants on Long Island, determine how many are truly necessary, and explore strategies for reducing their number. The PSC and NYSERDA are empowered to hold hearings, gather written testimony, and conduct a thorough analysis of the issue. They are required to produce a final report within one year of the bill's effective date, which will be submitted to key state officials including the governor and legislative leaders, and also posted online. The bill will take effect immediately and will automatically expire and be repealed two years after its enactment.
