This bill establishes a three-year pilot program to support two demonstration programs providing intensive addiction and mental health integrated services to individuals with significant and complex treatment histories. These services will be primarily provided in the individual's community or home, tailored to their clinical and social needs. Within one year after the program's conclusion, the commissioner of the Office of Addiction Services and Supports must submit a detailed evaluation report to state leadership, including the governor and legislative committee chairs. The report will assess the program's overall effectiveness, identify best practices, recommend potential service improvements, and suggest whether the pilot program should be continued or expanded. The program will take effect on April 1, 2026, and will automatically expire 90 days after the submission of the evaluation report. The bill is named "Topher's Law" and is designed to provide more comprehensive and personalized support for individuals struggling with addiction and mental health challenges.
