This bill introduces new regulations for recurring reports submitted to the Arkansas General Assembly. Specifically, it defines a "recurring report" as any report that must be filed more than once, either by statutory requirement or at the request of the General Assembly, its committees, subcommittees, or officers. Under this new law, state agencies will be required to file a recurring report only three times in the prescribed manner. After the third submission, the agency must stop filing the report unless the receiving entity specifically requests continued reporting. When an agency reaches its third submission, it must inform the recipient that no further reports will be automatically filed. The bill also allows the General Assembly, its committees, subcommittees, or officers to direct a state agency to resume filing a report at any time. The implementation of this law will be prospective, meaning agencies will start counting their three submissions from the act's effective date, with a provision that allows for immediate cessation of reporting if an entity has already received more than three reports prior to the law's enactment.
