AI Summary

This bill modifies requirements for county board of education members in West Virginia, focusing on orientation, training, and compensation. The legislation increases the annual training requirement from 7 to 12 hours, expanding topics to include fiscal management and adding references to federal education laws like the Every Student Succeeds Act (ESSA) and Individuals with Disabilities Education Improvement Act (IDEA). Members who are elected or appointed after July 1, 2024, must complete an orientation training within 30 days of being sworn in or appointed, with provisions for make-up training if initial attendance is impossible. The State Board of Education can now require additional training for board members and may exclude certain performance-related training from the 12-hour requirement. The bill also sets the compensation rate at $260 per meeting attended (unless the board votes for a lower rate), allows payment for up to 40 meetings annually, and removes the requirement to present receipts for mileage reimbursement. Additionally, the legislation adds non-voting ex officio members to the County Board Member Training Standards Review Committee and requires the State Superintendent to annually report on training activities and participation to the Legislative Oversight Commission on Education Accountability.
