This bill clarifies and updates the authority of the Director of the Division of Natural Resources (DNR) to enter into written agreements with federal law enforcement agencies operating on federal lands within West Virginia. Specifically, the bill allows the DNR Director to appoint federal employees as special natural resources police officers, with powers equivalent to full-time state natural resources police officers, but limited to the federal lands where they are employed. The bill enables cooperation between state and federal agencies in enforcing statutes and regulations within National Park System units, National Forests, and U.S. Army Corps of Engineers projects. Federal employees must have valid law enforcement certification from their agency that meets or exceeds state training requirements to be eligible for appointment. Importantly, these special natural resources police officers would not receive additional compensation or benefits from the state for their supplemental law enforcement duties.
