requiring the office to compile the information into a report and submit the report to the Legislature and the Department of Transportation; amending s. 316.003, F.S.; revising definitions; amending s. 316.173, F.S.; authorizing a person to request an administrative hearing with a school district within a specified time period after receiving a notice of violation; providing that the mailing of the notice of violation constitutes notification; removing a provision requiring a court with jurisdiction over traffic violations to determine whether a specified violation has occurred; authorizing a school district to appoint a local hearing officer to conduct an administrative hearing;
