AI Summary

This bill establishes a scholarship program specifically designed to support students with intellectual, developmental, or learning disabilities who are at least 18 years old and enrolled in comprehensive transition and postsecondary programs (CTP) approved by the U.S. Department of Education. The College Student Aid Commission, in collaboration with the Division of Vocational Rehabilitation Services, will develop and administer the program, which provides scholarships up to $5,000 per academic year to help offset tuition and fees. Applicants who are Iowa residents will be given priority, and students must apply annually and provide required information to be considered for renewed awards. The bill also creates a dedicated scholarship fund in the state treasury, which will consist of legislative appropriations and other received moneys. Uniquely, any funds remaining at the end of a fiscal year will not revert to the general fund but will continue to be available for the scholarship program in subsequent years, and any interest earned on the fund will be credited back to the fund. The commission is required to establish clear evaluation criteria and adopt administrative rules for the program's implementation.
