This bill directs the New York State Commissioner of Health to establish a Blood Clot and Pulmonary Embolism Policy Workgroup comprised of healthcare providers, patients, family members, advocates, and other interested parties. The workgroup will be composed of members appointed by the governor, senate president, and assembly speaker, with the commissioner appointing the chair. The group's primary responsibilities include studying and recommending strategies to address blood clots and pulmonary embolisms in the state, such as identifying the annual number of people affected, analyzing current data collection methods, understanding the health impact, reviewing care standards, exploring emerging treatments, and developing a risk surveillance system. The workgroup will also create policy recommendations to improve patient awareness, risk detection in healthcare facilities, and guidelines for patient care. Additionally, the group must submit a written report within one year to key state officials, and the commissioner will publish these recommendations on the department's website. Members will not receive compensation but may be reimbursed for expenses, and the workgroup is authorized to create subcommittees to support its research and reporting efforts. The bill will take effect 90 days after becoming law and will automatically expire two years and 90 days after enactment.
