This bill amends Pennsylvania's vehicle law to clarify and streamline processes for handling abandoned vehicles. Specifically, the bill modifies notification requirements for abandoned vehicles, allowing salvors (vehicle recovery businesses) to publish notices electronically in addition to traditional newspaper publication. If written newspaper notice is not timely published, electronic notice can now be considered valid. The bill requires the Department of Transportation to notify vehicle owners and lienholders within 10 business days of receiving an abandoned vehicle report, and if owner/lienholder identities cannot be determined, the department must publish notice in a local newspaper. The bill also establishes that the department must process authorizations for vehicle disposal within 10 business days of receiving a written statement from the vehicle holder, and must review and process applications for salvage or nonrepairable vehicle certificates within 10 business days of receiving the application. These changes aim to expedite the handling of abandoned vehicles and provide more flexible notification methods. The bill will take effect 60 days after passage.
