These standards include avoiding harm by minimizing risks of physical or mental injury, unwarranted information deletion or disclosure, and damage to property or reputation; ensuring transparency by fully disclosing the system's capabilities, limitations, and potential problems; prioritizing fairness by eliminating discrimination, promoting equality and justice, and providing feedback mechanisms for addressing potential harms; and conducting comprehensive evaluations of the system's potential impacts and risks. Additionally, the bill expands the definition of "unlawful discriminatory practice" to explicitly include discriminatory actions performed through algorithmic decision systems, and requires the commissioner of taxation and finance to develop regulations to implement these requirements. The bill is designed to ensure that artificial intelligence technologies used by state entities are developed and deployed responsibly, with a strong emphasis on preventing potential negative consequences and protecting individual rights.
