This bill establishes new requirements for lactation accommodations in various public transportation facilities across New York State. Specifically, the bill mandates that when new service areas are constructed or existing ones undergo substantial renovation, the state transportation authority must provide a private room for nursing mothers at locations where food is sold. These rooms must include at least a chair and an electrical outlet and be located outside of public restrooms. The bill extends similar requirements to roadside rest areas along Interstate 87 (the Northway) and large public transportation stations operated by cities, counties, states, or public benefit corporations that serve over 500,000 passengers annually. For these transportation stations, in addition to the private lactation room requirements, any new or renovated stations must also include a sink in the designated lactation space. The bill defines a renovation as repurposing more than 25% of the station's space and specifically excludes subway and rapid transit railroad stations from these requirements. These provisions aim to provide more comfortable and private spaces for nursing mothers while traveling, with implementation to begin on the thirtieth day after the bill becomes law.
