Bill Summary

AN ACT to amend the cannabis law, in relation to the underage use of cannabis

AI Summary

This bill modifies existing cannabis law by adding new penalties for underage cannabis use. Specifically, when an underage person is found to have violated cannabis regulations, they will still be subject to a civil penalty of up to fifty dollars payable to the Office of Cannabis Management (OCM). Additionally, the OCM will now be required to contact the parents or guardians of the underage individual and inform them of the violations. Furthermore, both the underage person and their parents/guardians will be mandated to attend a cannabis diversion program established by the OCM, which is designed to assess potential substance use disorders. The bill aims to not only impose a financial penalty but also to engage parents and provide educational intervention for young people who may be at risk of problematic cannabis use. The new provisions will take effect 90 days after the bill becomes law, with immediate authorization for the OCM to develop the necessary rules and regulations to implement the program.
