This bill establishes the Dual Credit and Dual Enrollment Scholarship Act, which provides financial assistance to high school students taking dual credit or dual enrollment courses. To be eligible, students must be U.S. citizens or permanent residents, Missouri residents, enrolled in approved dual credit or dual enrollment courses, maintain at least a 2.5 GPA, and meet specific economic need criteria (such as being eligible for free/reduced lunch, in foster care, or from a low-income household). The scholarship will cover tuition, fees, and now includes reimbursement for mileage expenses when students attend courses at a location different from their high school. Mileage reimbursement will be calculated by multiplying the number of days attended, round-trip miles, and a rate of 37 cents per mile. Students or parents must maintain records of transportation, and reimbursements will be made quarterly. The scholarship will be funded through state appropriations and private donations, with a dedicated Dual Credit and Dual Enrollment Scholarship Fund created in the state treasury to manage these funds. The coordinating board for higher education is authorized to establish rules and procedures for administering the program.
