This bill expands the resilient retrofits loan and grant program to help property owners finance hazard mitigation and sewer infrastructure improvements. The program, administered by the Division of Housing and Community Renewal, will offer low or no-interest loans and grants to individual property owners for repairing, cleaning up, and upgrading private sewer lines in multiple dwellings and single-family homes where sewer capacity has been exceeded. Loans can be attached to property taxes and transferred with property ownership, and can also be used to match federal mitigation grants. Grants will cover at least 80% of project costs. Eligibility will be based on demonstrating a need for hazard mitigation and ability to repay loans. The program includes a loan forgiveness component, with at least 50% forgiveness for households earning $250,000 or less annually. A new special fund will be established to support the program, consisting of appropriated moneys, loan repayments, and other designated funds. The fund will be managed by the state comptroller and the housing commissioner, with moneys used to supplement (not replace) existing recovery and relief funds. The program aims to help property owners improve infrastructure resilience and mitigate potential hazards.
