This bill amends the New York General Municipal Law to expand notification requirements between adjacent municipalities regarding land use and zoning changes. Specifically, municipalities will now be required to notify the clerk of an adjacent municipality at least ten days prior to holding a hearing about zoning-related actions affecting parcels within 500 feet of the municipal border. The new notification requirements include hearings related to special use permits, use variances, site plan reviews, subdivision approvals, and importantly, the adoption or amendment of zoning ordinances, local laws, or comprehensive plans that would impact nearby parcels. The bill allows municipalities to require that the costs of producing and sending these notifications be covered by either the adjacent municipality or the applicant. The expanded notification provisions aim to improve inter-municipal communication and ensure neighboring communities are aware of potential land use changes that could affect their jurisdictions. The bill will take effect 60 days after becoming law.
