This bill requires the Children, Youth and Families Department (CYFD) to conduct an independent, comprehensive performance audit of its programs. The department must issue a request for proposals that outlines specific requirements for the audit, including detailed qualifications for the auditor and comprehensive evaluation criteria. The audit will assess the department's effectiveness, efficiency, economic management, ethical practices, and equity in service delivery. Key aspects of the audit will include evaluating the department's mission alignment, policy effectiveness, management commitment, human resource practices, data collection and analysis, and overall operational processes. The audit will consist of three annual performance audits with additional six-month reviews of problem areas, and will require annual and semi-annual reporting to the department. The audit results must be transmitted to the governor, legislative finance committee, and legislative health and human services committee within fifteen days of submission, with the requirement that reports protect client confidentiality. If the performance audit reveals the need for a special financial audit, the auditor must notify the CYFD secretary, who will then cooperate with the state auditor. Proposal records will remain confidential until the contract is awarded, ensuring a fair and transparent selection process.
