This bill modifies the process for child care providers to request reconsideration of correction orders issued by the Department of Children, Youth, and Families. Under the proposed changes, providers would be required to use a new "provider licensing and reporting hub" to submit reconsideration requests within 20 calendar days of receiving a correction order. The request must specify which parts of the order are believed to be in error, explain why, and include supporting documentation. For licensed family child care providers, there is now an option to request an expedited review if complying with the corrective action would require substantial financial expenditure or significant program changes, and the provider proposes alternative actions to ensure child safety. The bill also introduces a new provision that prevents the department from publicly posting correction orders on its website until either the 20-day reconsideration request period has passed or the commissioner has issued a final disposition on a requested reconsideration. The commissioner must respond to reconsideration requests within 90 calendar days (or 45 days for expedited reviews), and their decision is final and not subject to further appeal.
