This bill adds permeable synthetic turf as an approved method for managing stormwater runoff in Minnesota's official stormwater management guidelines. The bill requires the commissioner of the Pollution Control Agency to update the Minnesota Stormwater Manual to recognize permeable synthetic turf as a structural practice comparable to permeable pavement. To be considered acceptable, the synthetic turf must meet specific technical and environmental standards: it must drain at least 25 inches of liquid per hour, pass a flammability test, contain no perfluoroalkyl and polyfluoroalkyl substances (PFAS), not be used with rubber infill in residential projects, and be manufactured in the United States to replicate natural turf with features like ultraviolet stabilization and drainable backings. The bill explicitly excludes indoor/outdoor carpeting from being considered permeable synthetic turf for stormwater management purposes.
