This bill establishes new legal provisions allowing gifts to public safety officers under specific circumstances related to a line-of-duty death. The bill defines key terms, including "gift" (which can be money, property, a plaque, or a service given without receiving something of equal value in return) and clarifies that these gifts may be made when a public safety officer from the same state agency or political subdivision has been killed in the line of duty. The gifts must be given within a 24-month period following the officer's death and must serve to honor, commemorate, or provide team morale and cohesion services. Importantly, these gift provisions override existing restrictions in other sections of Minnesota law that might normally prohibit such gifts, specifically sections 10A.071 and 471.895. The bill is designed to provide a supportive mechanism for colleagues and communities to recognize and support public safety officers and their teams in the aftermath of a tragic line-of-duty death, allowing for meaningful expressions of solidarity and remembrance.
