The bill creates an electronic system for storing vehicle titles, updates procedures for transferring vehicles with joint ownership, allows for electronic submission of liens and security interests, and modifies requirements for driver's licenses and identification cards. Key provisions include allowing electronic records of motor vehicle titles to be stored in the Automated Vehicle Information System (AVIS) without requiring a paper copy, permitting electronic signatures on title documents, and expanding options for individuals with different immigration statuses to obtain driver's licenses and identification cards. The bill also introduces changes to how vehicle valuations are determined for insurance and salvage purposes, including requiring insurers to use nationally accepted used car valuation guides. Additionally, the legislation creates a pilot program for state police to provide driver's license skills testing in up to ten counties and modifies procedures for boat title transfers. Many of the changes are designed to create more flexibility, reduce paperwork, and modernize the state's vehicle registration and licensing systems.
