This bill requires the New Mexico Children, Youth and Families Department (CYFD) to conduct a comprehensive five-year study on the costs and reimbursement rates for community-based foster care placements and treatments, beginning in fiscal year 2026. The study must examine the expenses associated with supporting children in foster care, including resources for the safety and well-being of children, parents, guardians, and foster parents, as well as specific reimbursements for food, clothing, shelter, supervision, school supplies, personal items, and travel expenses. The department must provide the initial study to the legislative finance committee by December 1, 2025, with subsequent studies due by December 1 every five years thereafter. The bill defines "resource family" broadly to include licensed foster parents, preadoptive parents, and other licensed entities providing foster care services. To support this initiative, the bill appropriates $100,000 from the general fund to CYFD for conducting the initial rate study in fiscal year 2026, with any unused funds to be returned to the general fund. The act will become effective on July 1, 2025.
