This bill establishes a three-year pilot project called the Monetary Stipend Project, administered by the Higher Education Department, aimed at supporting young adults who are former foster or delinquent children. Eligible participants must be New Mexico residents, U.S. citizens or lawful permanent residents under 26 years old, and either enrolled in post-secondary education, participating in an apprenticeship or workforce development program, or engaged in an employment-focused activity. The project will provide individualized monthly stipends of up to $2,000, tailored to each participant's income and existing public assistance, which can be used for cost-of-living expenses like housing.
