This bill establishes a prepared meals food grant program administered by the commissioner of children, youth, and families to provide hunger relief to Minnesotans experiencing food insecurity. The program will provide grants to nonprofit organizations and federally recognized American Indian Tribes or Bands that can prepare and distribute customized meals for populations with limited mobility, disabilities, or resources. Eligible grantees must prepare meals in a licensed commercial kitchen, follow ServSafe guidelines, and primarily target individuals aged 18-60 and their dependents. When awarding grants, the commissioner will prioritize applicants who can serve diverse populations, work with community partners to reach those most in need, and source at least 50% of their meal ingredients from Minnesota food producers or donated/waste food. Grantees must keep detailed records, report on fund usage, and repay any funds used for ineligible expenses. The bill also includes an appropriation of unspecified amounts from the general fund for fiscal years 2026 and 2027 to support the program.
