AI Summary

This bill establishes comprehensive regulations for artificial intelligence (AI) systems and automated decision systems in Georgia, focusing on preventing algorithmic discrimination. The legislation requires developers and deployers of AI systems to conduct thorough evaluations and impact assessments to identify and mitigate potential discriminatory effects across various consequential decision areas like employment, education, housing, healthcare, and financial services. Developers must disclose information about their AI systems to the Attorney General, including potential risks, limitations, and mitigation strategies, while deployers must implement risk management policies, provide clear notices to consumers when AI systems are used to make decisions, and explain the principal factors influencing those decisions. The bill mandates annual reviews of AI systems, requires transparency about how AI systems work, and allows consumers to receive explanations and appeal adverse decisions. Small businesses and certain low-impact AI systems are provided some exemptions from the most stringent requirements. The Attorney General is empowered to enforce these regulations, with violations being addressed under the Fair Business Practices Act, and the law emphasizes broad consumer protection while allowing reasonable trade secret protections for businesses. The bill aims to create accountability and transparency in AI system deployment while preventing discriminatory practices.
