AI Summary
This bill makes several changes to Georgia law, primarily concerning transfer-on-death deeds and agricultural regulations. It clarifies that "grantee beneficiaries" (individuals named to inherit property through a transfer-on-death deed) have a direct interest in vital records, such as death certificates, and modifies the requirements for executing and accepting transfer-on-death deeds, including provisions for alternate beneficiaries, trusts, and the acceptance of property by guardians or conservators for minors or wards. The bill also addresses the rights and responsibilities of personal representatives of estates when property is subject to a transfer-on-death deed, allowing them to incur certain expenses for property maintenance and providing mechanisms for repayment or sale in cases of insolvent estates. Additionally, it clarifies that transfer-on-death deeds take precedence over unsecured debts of the deceased owner's estate and modifies the process for revoking such deeds. Finally, the bill prohibits local governments from enacting ordinances that regulate livestock or their owners on private property or public roads, and it also prohibits local ordinances that would prevent the operation of mobile sawmills on agricultural land.
