This bill expands fee waivers for certain veterans and their dependents at California public postsecondary education institutions (University of California, California State University, and California Community Colleges). The bill prohibits these institutions from charging mandatory campus-based fees to specific groups, including: children of veterans with service-connected disabilities or who were killed in service, dependents of California National Guard members killed or disabled in active state service, undergraduate students who are Medal of Honor recipients or children of Medal of Honor recipients (if they meet certain income requirements). The waiver applies to various campus fees like enrollment, registration, incidental, student services, and technology fees. The bill only applies to the University of California to the extent that the UC Regents approve it through a resolution. If the Commission on State Mandates determines that implementing this bill creates additional costs for local agencies, the state will be required to reimburse those costs. The fee waivers are available for each academic year that an eligible student applies, but cannot be retroactively applied to previous years, and are limited to students determined to be California residents.
