This bill seeks to eliminate the Diversity Immigrant Visa Program (commonly known as the diversity visa program or green card lottery) by removing subsection (c) from Section 203 of the Immigration and Nationality Act. The bill, which can be referred to as the "Security And Fairness Enhancement for America Act of 2025" or the "SAFE for America Act of 2025", makes numerous technical and conforming amendments to various sections of immigration law to remove references to the diversity visa program. These amendments include adjusting section references, striking paragraphs related to the program, and redesignating subsections to maintain the coherence of the legal text. The changes are set to take effect on October 1, 2025, which would effectively end the program that currently allows up to 55,000 immigrant visas annually to be randomly allocated to individuals from countries with low rates of immigration to the United States, with the aim of promoting diversity in the immigrant population.
